Working Together to Open a New Chapter in Social Security Compliance and Deliver Tangible Benefits to Chinese-Funded Enterprises in Zambia
On the afternoon of September 10, 2026, the Chinese Chamber of Commerce in Zambia (CCCZ) and the National Pension Scheme Authority (NAPSA) formally signed a Memorandum of Understanding (MoU) at the NAPSA Headquarters office. The signing marks a new stage in cooperation between the two sides in the field of social security and brings tangible policy benefits and service conveniences to Chinese-funded enterprises in Zambia.

Jointly promote employer and employee registration: Assist CCCZ member enterprises and their eligible employees in completing NAPSA registration and obtaining Social Security Numbers (SSNs).
Compliance education and capacity building: Provide member enterprises with training on social security laws and regulations, contribution obligations, and digital platform operations through dedicated employer consultation sessions, technical meetings, and thematic seminars.
Information sharing and digital services: Within the limits permitted by law, share aggregated and anonymized compliance information and trend data, and jointly explore digital payment solutions to improve contribution efficiency.
Dedicated guidance for foreign employees: Provide foreign employees and their employers with dedicated guidance on registration requirements, contribution obligations, KYC updates, benefit eligibility, and claims procedures.
Joint Working Committee mechanism: Establish a Joint Working Committee that meets at least quarterly to coordinate implementation of the MoU and establish tiered communication channels.

NAPSA will provide dedicated channels and personnel support to assist member enterprises and their employees in completing registration quickly, reducing cumbersome procedures and saving time.
2. Clearer compliance
Through regular training, dedicated employer consultations, and thematic seminars, member enterprises can keep abreast of the latest regulatory requirements, contribution obligations, and operational norms, effectively mitigating compliance risks.
3. Smoother communication
The establishment of the Joint Working Committee provides member enterprises with a direct bridge to NAPSA. Issues encountered in operations, such as registration, contributions, and benefits, can be reported collectively through the Chamber and resolved quickly through coordination.
4. More worry-free management of foreign employees
For common challenges such as registration, KYC, benefit eligibility, and claims after returning home, both parties will jointly provide dedicated guidance to help enterprises manage foreign employees in a standardized manner and reduce concerns.
5. More efficient digital services
Both parties will jointly promote digital solutions such as digital payments and online registration, making contributions more convenient and management more efficient for member enterprises.
6. Stronger protection of rights and interests
CCCZ explicitly does not serve as NAPSA’s enforcement or audit role and does not assume employers’ compliance responsibilities; member enterprises’ business autonomy is fully respected. Meanwhile, the confidentiality and data protection clauses in the MoU ensure that enterprise information is not misused.
